The big inside radius on the wrapped sheet-metal lug causes a
gap, which may or may not be filled with brazing material (brass).

As long as the tubes are brazed to each other, this gap
doesn't need to be filled for proper joint strength.

The gap does make the brazer's job harder though -- getting
the brass to jump the gap there and fully braze the top tube to
the head tube is easier without that air gap in the lug.
